Metsähallitus propels Finland's clean energy future

Metsähallitus, in a landmark decision by the Finnish Government on November 23, 2023, announces the launch of auction procedures for large-scale offshore wind power projects in Finland's public water areas.

The resolution, marking a significant step towards a cleaner energy landscape, initiates auction procedures for offshore wind power sites in Ostrobothnia and North Ostrobothnia regions, governed by Metsähallitus. These auctions, following the 2021 model, aim to attract project partners through competitive tendering, enabling lease agreements and the sale of rights for site development, construction, and renewable energy production. The lease term extends up to 50 years, empowering selected partners to apply for necessary permits while propelling renewable energy initiatives.


Scheduled to commence by year-end in Pyhäjoki/Raahe and Närpes areas, preparations for tendering procedures in Siikajoki/Hailuoto, Raahe/Siikajoki, and Kristinestad will occur in collaboration with respective municipalities. Post-auctions, the Government will determine the use rights for chosen project partners in each site.


With a combined area of approximately 860 km² across five offshore wind power sites, capable of producing around 7,500 megawatts, these projects mark a pivotal shift in Finland's energy landscape. This expansion, estimated to increase Finland's annual electricity production by over a third, aligns with the Government's objectives outlined in the Ministerial Programme, fostering international investments and spurring economic growth.


Minister of Agriculture and Forestry, Sari Essayah, expresses enthusiasm, stating, "Offshore wind power is instrumental in advancing Finland's clean energy goals, creating a new sector, and attracting international investments."
Acknowledging the historical significance of this resolution, Minister of Climate and the Environment, Kai Mykkänen, underscores its transformative impact on clean energy production. "This paves the way for substantial growth in clean energy, benefiting not just the energy sector but also promoting investments in various industries in Finland," he comments.


Revenue generated from site leasing and project rights sales will contribute to the state's income, alongside real estate taxes for municipalities hosting offshore wind power sites. Additionally, these projects are anticipated to generate significant employment opportunities, emphasizing their multifaceted positive impact.


Ministers express gratitude to Metsähallitus for meticulous preparations, ensuring a fair, transparent, and competitive auction process in line with the state's overall interest. The development of offshore wind power aligns with Metsähallitus' statutory duties, underscoring its commitment to sustainable energy solutions.
